The Pontiac Police Department began using Oakland County's CLEMIS (Courts and Law Enforcement Management Information System) in March 2003. This gave us immediate access to a powerful tool in fighting crimes and managing data that is generated on a daily basis. 

CLEMIS provides a powerful CAD (Computer Aided Dispatch) system that allows the Communications Section to interact with field units via the Mobile Data Computers (MDC) provided in each patrol unit. This provides instant information to officers out in the field. Officers type their reports on the MDCs and send the information directly into the mainframe, eliminating handwritten reports. This allows more time for patrol duties along with greater efficiency in the reporting of crime.

Comstat meetingEach MDC has an Automatic Vehicle Locate (AVL) transmitter, which uses Global Position Satellite (GPS) technology to produce a "moving map" that allows the Community Specialist to see where police units are and allow in-progress calls to be dispatched more efficiently. This creates a safer work environment for officers patrolling the streets.

Officers also have the capability to tap into the mainframe to obtain location and person history. The MDCs already allow the officers to directly use LEIN (Law Enforcement Information Network) and SOS information without going through the Dispatch Center. The MDCs will also have mugshot access in the future, which will provide picture data in the field.

Comstat meetingThe goal is to get all police agencies in the region to use CLEMIS, which would allow each department to have a central database for records. With having this access, each department would have a wealth of information at their fingertips and a better tool to fight crime.

ComStat

With CLEMIS, a technology called CrimeView (crime mapping) is used. The Pontiac Police Department maps out crime data and provides statistical information to see and address crime trends occurring in the city.

Comstat meetingUsing CrimeView, ComStat (Computer Analysis of Crime Statistics) reports are generated. ComStat allows for geographic responsibility to be applied with weekly meetings using mapping information to address crime trends in particular areas.  ComStat has four integral parts; timely intelligence which is provided by the CLEMIS information management systems, Coordinated Deployment of officers, effective/innovative tactics to solve the problem, and relentless follow up to make certain the problem does not surface again.

Commanders are forced to have direct involvement in their areas using all tools and resources to combat crime. Community policing, specialty units, road patrol and outside agencies are brought together with one goal in mind: making the community safer.

The ComStat reporting system has been used in several major cities resulting in a dramatic downturn in crime once it was implemented.

Comstat meetingSometimes crime statistics may be misleading. They only represent reported crime. In some areas residents do not report crime and in others, almost all crime is reported. If you are using crime statistics to select a new place to live, don't rely on statistics alone. Visit the area, talk to future neighbors, and visit at different times during the day to check lighting, noise levels, and personal concerns that are important to you.

You may download, save, print and use these maps only for individual, neighborhood watch and/or other non-profit purposes. Use of maps for any other purpose must be approved by the Pontiac Police Department.
