Pontiac's Crime Area Target Team

A Unit of the Community-Oriented Policing Section (COPS)

The Crime Area Target Team (CATT) officers served as the backbone of the Community-Oriented Policing Section (COPS) in Pontiac. Officers assigned to this unit were expected to act as:

  • Innovative enforcement specialists
  • Community organizers
  • Educators
  • Ambassadors of the Department
  • Managers of their neighborhood geographic assignment
Together with the Crime Prevention Officer, CATT's district officers identified and targeted the most troubled neighborhoods in the city for organization.

Some of their activities included:

  • Facilitated community meetings
  • Provided guidance to positive, realistic goals for concerned citizens
  • Managed all citizen groups within the assigned geographic areas toward a "City-Wide Crime Watch Organization"

District officers each took responsibility for a City Council District and acted as Manager for developing neighborhood watch groups and citizen/business organizations.

The Crime Prevention Officer served as a city-wide coordinator and "hands on" organizer of district or block club citizen groups. This officer was engaged in taking the first steps of Community-Oriented Policing across the city.
