The Internal Affairs Division (IAD) is charged with investigating all citizens' complaints of misconduct and internal investigations of violations of rules and regulations. This is accomplished by gathering statements, conducting interviews, collecting evidence and compilation of records, evidence and other relevant materials. The Division is also responsible for policy and procedural instructions and managing civil litigation against members of the Police Department.
The IAD is responsible for the investigations of administrative violations of the rules and regulations, policies and procedures, and federal, state or local laws. IAD is in charge of keeping the records of the Manual of Conduct and developing Policy & Procedures of the Pontiac Police Department, city of Pontiac.
The goals of IAD include implementing programs that will allow the Division to be more proactive to the needs of the employees and citizens of the City.
In that respect, the Division has developed an Early Warning Identification System (EWIS), which is a precursor to potential problems identifying job stress or other adverse related problems. The EWIS is designed to assist supervisors in identifying employees at an early stage who indicate a propensity to use unnecessary force, exacerbate field contacts or arrest situations and over-aggressiveness, which causes unnecessary injuries or equipment abuse.
By developing proactive risk management programs, it allows the Department to assist officers with remedial resources, such as:
- Supervisory counseling
- Supervised observation periods in the field
- Peer counseling
- Remedial training
- Psychological services
- Substance abuse resources
- Temporary assignment change
The primary goal of this program is to encourage greater community confidence in the agency's ability to control and manage itself, which forces immediate supervisors to become actively involved in employee development. It may provide necessary discipline steps to support termination of employee, salvage an officer's career, reduce civil liability, and to develop positive changes in training, equipment, tactics and policy.
This Division works to improve the rapport with citizens of this community by providing pamphlets to help enlighten and facilitate the "citizen complaint" process through the front desk and via the Internet. Citizens will have a practical knowledge of the citizen complain process and a direct contact number to follow-up on the progress of an investigation.
IAD works to improve the quality of life for the citizens of this community and its officers.
