The Administrative Services Division (ASD) is responsible for the "business" side of the Pontiac Police Department. The division is comprised of the Fiscal/Planning Section that prepares and administers the nearly $23 million police budgets. All federal, state and local grants are applied for and administered by the Grant Administrator. The Pontiac Police Department receives nearly one-half million dollars in grants and endowments on an annual basis.
ASD personnel are also responsible for employee orientation, basic training and continuing education. The Information Technology Section handles the maintenance and upgrade of departmental computer systems. The Records Section is responsible for the storage and retrieval of all written and electronic information coming into the department.
The Administrative Services Division (ASD) is considered the backbone of the Police Department. Every Division is vitally important to us, with ASD serving to support those efforts. The exchange of electronic data, the storing and retrieving of records, and the supplies necessary for daily operations all flow through ASD. The annual budget is developed by the Chief in conjunction with ASD, which then monitors the expenditures and revenues throughout the year. The annual budget for FY 2002-03 was more than $22 million.
The Division is responsible for:
- ensuring proper fiscal management of the Police Department budget
- all personnel matters, inventory of new equipment
- daily building operations
The Planning and Technical Support Section maintains the in-house computer network and database, as well as the intra-network with other supporting agencies.
The Career Development Section is responsible for all further specialized education of Department personnel, as well as conducting In-Service training mandated to achieve peak performance of personnel. The Records Section consolidates and maintains all official original records and reports, compiles legal material related to FOIA requests and manages vehicle impounds and sales.
The ASD consists of eight units:
- Records Section
The Records Section maintains all original criminal complaints, arrest records and accident reports. All Freedom of Information Act (FOIA) requests are processed by Records personnel. The Records Section staff also enters and removes LEIN information, such as warrants and impounded vehicles. All impounded vehicles are processed and released or sold by Records personnel.
- Information Technology Section
The Information Technology Section (Info/Tech) is responsible for all electronic data that is generated by, received by, or passes through the Police Department. Along with the routing and storage of that data is the daunting responsibility of the security of that data. The internal network and connectivity to other City Departments and outside agencies is maintained by Info/Tech.
- Grant Administrator
The Grant Administrator is responsible for locating grant opportunities that fit within the Mission Statement and the goals of the Department. Once identified, the Grant Administrator completes the application and acts as a liaison between the Department and the granting agency.
- Career Development Section
The Career Development Section is vital to the operation of the Department. Annual training for sworn personnel and updated training for all police personnel is key to maintaining the professional skills necessary to perform the many tasks we are called upon to complete each day. The indoor firing range is operated and maintained by the Training Office, which is a part of Career Development. Background and pre-employment data is coordinated through this section, which works closely with the Personnel Department and Labor Relations.
- Inventory Clerk
Supplies are inventoried and dispersed through the Inventory Clerk. With a supply budget of more than $50,000, this is one of the busiest offices in the building. Paying for those supplies is the responsibility of the Account Clerk in Accounts Payable Section.
- Payroll Section
The Payroll Clerks of the Payroll Section complete 26 bi-weekly timesheets annually for each employee of the Department. They also maintain personnel records for every member.
